PACA is a co-op of co-ops. They are worker co-ops, food co-ops, housing co-ops, artist co-ops, credit unions, energy co-ops, and school co-ops across the Philadelphia region. A co-op is democratically-owned business controlled on a one-member, one-vote basis.
